What British Columbia actually requires
Only lawyers and licensed RCICs may represent you
Under IRPA s. 91, paid representation is restricted to lawyers in good standing with a Canadian law society, Quebec notaries, and RCIC-licensed consultants. Anyone else charging fees is acting illegally.
BC PNP is a two-stage process
A provincial nomination through the BC Provincial Nominee Program does not grant status — you still file a federal permanent residence application afterwards, and both stages have separate evidence requirements.
Use of Representative form
IRCC requires form IMM 5476 for any paid or unpaid representative. If your representative will not sign it, walk away.
Judicial review has hard deadlines
Refusals of inland applications must generally be challenged in Federal Court within 15 days; overseas decisions within 60 days. Only a lawyer can act for you in Federal Court.
